WebNo, they aren't losing power. I've seen two scenarios - The first time I freaked out and just built a ton more pumps and outflows. This didn't fix it, but it seemed as though just randomly connecting some pipes that were already connected did fix it. I had some pipes running down an extremely steep slope to my waste stations. You can terraform your own rivers, lakes etc using these same principles as well.
